The first thing you need to understand is how to convert text from CSS to HTML.

Here Is Some Example:- 

In this image we have changed the text 'Upload Reports' in place of 'Upload File', you can see.

First Step :-

Just Add File Upload Input In Contact Form 7.

Second Step:- 

Visit Your Site find the upload button and press F12 and Copy The CSS Classes of the button.

After finding the CSS of your button goto Customize Section in WordPress and click the option Custom CSS.

Third Step:- 

Just Add CSS classes with your button:-

Just Replace Your Button CSS Class With 1 and 2 Numbers As You See In the Picture.
